Create a Crisis and Capture the Market

I'm not a geopolitical analyst. I don't track naval movements or parse diplomatic cables.
But I've spent my career — first in film, now in AI ethics — watching how systems fail. Risk shows up differently in every industry, but the shape of it is usually the same. Something stops being insurable. Everything downstream freezes. Someone moves in to fill the gap.
Right now I'm watching that shape appear in a very small strip of water.
Roughly 20% of the world's oil flows through the Strait of Hormuz — a narrow corridor between Iran and Oman. Every day, massive tankers leave the Persian Gulf carrying crude from Saudi Arabia, Kuwait, Iraq, and the UAE. Almost all of them pass through that same bottleneck to reach the rest of the world.
When that passage stops functioning, the impact shows up everywhere: fuel prices, shipping contracts, supply chains, the cost of everything that moves.
And right now it's starting to freeze.
But not for the reason people assume.
No mines. No naval blockade. No armada stopping ships.
The shutdown came from the insurance market.
When maritime insurers pull "war-risk coverage," ships effectively stop moving. Ports won't accept uninsured tankers. Banks won't finance the cargo. Shipping companies can't operate under unlimited liability.
The water stays open. The fleet becomes commercially paralyzed.
That's the part most people miss. You don't need to physically block a strait to shut it down. You just need to make the risk uninsurable.
And once that happens, governments step in. Because they always do.
What Happens When the US Takes Over Shipping?
Reports indicate the United States may use federal backing — through the U.S. International Development Finance Corporation alongside Navy protection — to restart shipping through the corridor.
Translated out of policy language: if private insurers refuse the risk, the U.S. government absorbs it.
Which means if something goes wrong — a tanker hit, an accident, an environmental disaster — the financial exposure moves from private balance sheets to the federal one.
I've watched this pattern enough times to know what comes next.
When governments take over risk, a new ecosystem forms around it. Insurance administration. Logistics networks. Monitoring platforms. Communications systems.
Those pieces are rarely run by the government itself. They're run by contractors.
The Contractor Question
Whenever infrastructure gets rebuilt during a crisis, the policy debate gets most of the attention.
The more durable question is who ends up running it.
Because whoever runs the infrastructure controls the revenue streams — sometimes for decades.
From what's visible, several companies connected to networks around Donald Trump Jr. are already positioned in sectors that become critical if maritime trade gets reorganized under U.S. protection. These are exactly the kinds of firms that benefit when governments restructure infrastructure under crisis conditions.
I'm not saying that requires a conspiracy. I'm saying the system tends to reward the companies already closest to the political center. That's not a theory — it's just how procurement works.
And if the federal government becomes the insurer and security guarantor for the world's most important oil corridor, the contract landscape around that infrastructure — data systems, logistics platforms, monitoring networks — is going to be very large and very long-term.
The AI Layer Is About Control, Not Technology
This part of the story is easy to misread.
The AI component isn't about whether AI will run maritime logistics. It already does. Ships are tracked by satellite. Cargo flows are modeled algorithmically. Risk analysis, route planning, and port coordination already rely heavily on machine learning.
The question isn't whether AI runs the system.
The question is whose AI.
If the U.S. restructures shipping through Hormuz, those coordination and monitoring systems get embedded underneath the new architecture. Someone wins those contracts. And the names that come to mind aren't small:
Elon Musk's Starlink, already operating satellite infrastructure at scale. Major cloud providers like Google. Defense-aligned AI firms like Palantir. Or a collection of politically connected startups that don't yet have household names but are already inside the right rooms.
Whoever sits at that layer controls the data flow of global trade. And once a company is embedded there, the relationship tends to be sticky in the way that only critical infrastructure can be.
Meanwhile, a Parallel System May Be Forming
Reports suggest Iran may be offering Chinese vessels preferential access through the strait.
If that arrangement holds, you end up with something that would have seemed far-fetched five years ago: one of the most important energy corridors on Earth operating under two different frameworks simultaneously.
Chinese fleets moving under sovereign guarantees and state shipping arrangements. Western fleets moving under U.S. protection and government-backed insurance.
I'm not going to pretend I understand all the geopolitical mechanics of how that plays out. But as a pattern, it's familiar. When a shared system fractures under political pressure, you don't get one replacement. You get two competing ones. And both need infrastructure. And both need data systems. And both generate long contracts.
The Pattern
This is the part I keep coming back to.
Crisis breaks the existing system. Government steps in to stabilize it. Private contractors build the infrastructure around the new system. The companies closest to power capture the market.
It happened in finance after 2008. It happened in defense after 2001. It happened in healthcare IT, in telecommunications, in digital surveillance.
The Strait of Hormuz may just be the next example — unusually visible because the geography is so stark. A narrow strip of water. A simple, measurable percentage of global oil supply. An insurance pullback that stops the fleet without stopping the water.
The mechanism is almost elegant, if you're watching from the right angle.
And whoever was already positioned when the mechanism triggered is about to find out exactly how much that positioning is worth.
